§ 67-100. Legislative findings.

The General Assembly hereby finds that:

1. Energy is essential to the health, safety, and welfare of the people ofthis Commonwealth and to the Commonwealth's economy;

2. The state government should facilitate the availability and delivery ofreliable and adequate supplies of energy to industrial, commercial, andresidential users at reasonable costs such that these users and theCommonwealth's economy are able to be productive; and

3. The Commonwealth would benefit from articulating clear objectivespertaining to energy issues, adopting an energy policy that advances theseobjectives, and establishing a procedure for measuring the implementation ofthese policies.
