Renewable energy system cost recovery — Report to legislature.

(1) Using existing sources of information, the department must report to the house appropriations committee, the house committee dealing with energy issues, the senate committee on ways and means, and the senate committee dealing with energy issues by December 1, 2014. The report must measure the impacts of RCW 82.16.110 through 82.16.130, including the total number of solar energy system manufacturing companies in the state, any change in the number of solar energy system manufacturing companies in the state since July 1, 2005, and, where relevant, the effect on job creation, the number of jobs created for Washington residents, and such other factors as the department selects.

     (2) The department may not conduct any new surveys to provide the report in subsection (1) of this section.

     (3) For the purposes of this section, "company" has the same meaning as provided in RCW 82.04.030.
