      Sec. 14-100. Safety glass. Use of plastics. (a) The commissioner shall not register any motor vehicle manufactured after July 1, 1937, unless the windshield, the doors, windows and glass partitions are equipped with safety glass, except that, in lieu of safety glass, the commissioner may permit the use of plastic materials manufactured and processed into transparent sheets, at such locations as he designates. The commissioner shall issue regulations, in accordance with nationally accepted standards, concerning the specifications for safety glass and plastic materials and the locations where they may be used.

      (b) The term "safety glass", as used in this chapter, means glass so treated or combined with other materials that its use in motor vehicles will afford a greater degree of protection to occupants thereof than the use of glass not so treated or combined.

      Registration of a motor vehicle, the windshield of which was not composed of approved safety glass as required by former statute, is not negligence which can be the basis of a cause of action against the public official issuing the registration by an individual injured, as the duty imposed was to the public. 142 C. 585.

      Duty imposed on the commissioner of motor vehicles is a public duty and he is liable only to the state for nonperformance. 19 CS 172.
