      Sec. 22a-235a. List of municipalities without contracts to dispose of solid waste. On and after January 1, 1990, and annually thereafter, the Commissioner of Environmental Protection shall prepare and revise a list of all municipalities without contracts to dispose of the solid waste generated within their boundaries at resources recovery facilities or incinerators.
